Former name for the international organization that is now called the International Telecommunication Union Telecommunication Standardization Sector, or ITU-TSS; the ITU-TSS develops communications standards, known as "Recommendations", for all internally
controlled forms of analog and digital communication. Recommendation X.25 is an example of an ITU-TSS standard.
